16x dvd-rom means the reading speed of your dvd-rom (digital versatile disk- read only memory) is 16x.

I can perhaps understand about the 16x Dvd-ROM question, but were you serious with the 17" monitor portion?? Have you been living in the proverbial cave? What are you looking at right now?

16x DVD-ROM: the drive can read the information 16 times faster than the first generation. Doesn't do anything helpful for movies, but pulling up to 7.4 Gigs of data off in 5 minutes rather than an hour is helpful.
17" monitor: its 17 inches from corner to corner (diagonal) on LCDs its visible, usuable space, on old CRT (tubes) they have a second measurement called (visible) Bigger is better.
