I USUALLY have more than enough resources i PLAY LIKE rise of nations with radeon 9000 mobility whenever I move my laptop screen it's starts flickering

I tried refresh rate and plugging it off I alsp feel that my laptop is very hot

Probably not enough resources for the game you want to play. Laptops tend not to have big video cards. This can cause game to run either slow or jumpy or both.

Your refresh rate is set wrong,or your video options within the games itself are more demanding than your video adapter can produce.
Try lowering texture and such until this goes away.

adjust your refresh like Avatarxz said also try running the laptop off the ac adapter and see if that makes a difference

it is typically the video card not having enough memory to handle the game.
