Explain why Ahmedabad and Kolkata are able to see the noon sun exactly twice a year but not Dehli?

Are they down a deep hole? If they were, and they were somewhere between the Tropics of Cancer and Capricorn, the sun would be overhead and able to shine down the hole only twice per year.

Dehli, at 28 degrees north latitude, is above the Tropic of Cancer, and someone down a hole would never see the Sun.
