The holder of the liquor license is ultimately responsible. They should require their employees, the bartender, to check Id's on all persons who appear to be under the age of 21.
If the police investigate the matter, they may also file criminal charges against the bartender for contributing to the delinquency of a minor.

You need to call the agency that benefitted from the event and talk to the executive director. Ask him or her who was in charge of the bartending and how to get in touch with them. The ED should be willing to give you the information you need.
I would tell the ED that you are telling them this because they need to know what happeded in THEIR AGENCIES NAME.
Normally, the agency is responsible, but you will have to talk with them to know for sure.
If the event was advertised as being an event for over 21 or adults, your son should not have been invited. If a police report has already been filed, then you can also make a police report. This would go to the prosecutors office and would be considered as charges are considered.

Why is it when some kids do wrong the parents try to blame someone else! Granted you grounded him, but he is to old to not be held responsible for his actions! The people having the benefit weren't the ones serving your son drinks. Bartender is responsible!

First off I would say your son for drinking them as at 17 he is old enough to know better. It is good that you punished him. Yes the bartender should have checked. Ultimately the benefits sponsors are the ones responsible for having alcohol at an event with minors in attendance.

Your son is to blame. He is the one who took the shot, he could have easily said "No thanks!", "I am not old enough", or anything else, but he didn't.
I have a question for you. If your son hadn't had anything to drink, would you have given a crap? It seems the only reason you care is because you son was involved.
Other than that everyone was to blame. The Bartenders, the Benefit Organizers, the Hall, and everyone else who helped organized the benefit. (I am not assolving your son of any of the blame)

The bar tender should have checked ID. The party that held the benifit may have assumed all who were attending had 'parental permission', but they still were in the wrong. The owners should have been available to see if their hall was being used according to the licence restrictions.
I'm 64. You were a kid once. I just hope you are not sue-happy.

the people who had the benefit and the bartender are responsible. Sure you might try to make it the owners fault but you and I know they have little control - and who would think a benefit would serve minors?

I would think it would 1st be the people who were holding the benefit- After all it was their party- if they want they can take it up w/ the bartender.
I'd start chewing butt with the benefit coordinator and just let it run downhill.
But- your boy asked for the shots- I'd say he is the most reponsible
