first empty out the water, if it is the tub or bath sink hook a wire coat hanger and see if you can pull out a possible hair clog. Then go to a hardware store and get drain acid. A good ont is RO-GO. Drain-o is a waste of money. Poor very slowly and do not get on skin. This should work. If it is a kitchen sink, do not poor acid down as it could you ruin your disposal.

Go to your hardware store and buy something called the "60 Second Plumber". If that doesn't work try one of those drain snakes. Or the plastic zip thing. It's a plastic strip that has sort of barbs on it. It goes down the drain and then when you pull back the barbs pull up whatever is clogging your drain.

Remove the trap under the clogged fixture. (catch the standing water in a bucket) Then run a snake down the piping. Be advised that if you use a caustic drain cleaner and still need to call a Plumber, he may charge you more for damage to his tools. DO tell him/her that you have added chemicals though.
