You need to install it first like any other program by double clicking the downloaded file, and once its done it will show up in Start menu.

Read the instructions on the download page.
If it's a ZIP, unzip it
If it's an EXE double click the installer to isntall it.
Assuming you selected the WINDOWS verion from the GREEN download button, not the "get it via P2P" it will be an EXE file
Find where you saved it, double click it

If it is in a zip file unzip it and run either setup.exe or install.exe then there will be all the different programs in your startmenu that you can run.
