I have taken the panel off in the back and there does not seem to be a way to detach the cabel as it goes inside the monitor.

You would have to find the other end of the plug. It typically would plug into a circuit board inside the monitor. then you need to find a replacement cord. good luck
I had this happen to a sony trinitron monitor and was told to buy a new monitor. I found a monitor cable from a larger trin monitor and it works just fine still over 12 years old now.

If you have damaged the "D-sub" that connects your monitor to your computer, there is really no practical way to repair it. The cost would be to much. You would be better off to replace the monitor.
