What permits do I need and when do I need to get them. What is the order of construction. I will we drilling a well does that come first then a electrical service? I have looked and haven't really found any good resources for this.

I try to do this in steps and it does depend some on your Electric Company, some will not bring in Electric until there are visible signs of construction.
First talk to the electric company and them them what you wanting to do, and explain you want to install a temporary service pole. Many can give you instructions what you need to make/build and give you the Meter Box.
Ask around to people who have wells and get some recommendations for a Driller. There are 2 ways I know to drill. One they just just like a drill and make a hole. The other use a Pounding Rig that hammers the hole. Learn this and ask people. Some prefer one over the other and for a reason. Also, ask how much water they getting and compare answers with the type of Drill method. Due to underground circumstances you may find the ones using a pounding rig get more water or vice-versa. Call the well driller and he will come look. Take into consideration access to the well after the house is built!!!!!
I not sure who you call off hand, but look in the phone book blue pages for Building Permits. It may be under State, County, City and may look for key words like Construction.
Now, here the "big enchilada", the house. You build from the ground up. There is a book out there called; "Carpentry and Building Construction" by; Feirer and Hutchings
Published by; Chas. A. Bennett Co., Peoria, Illinois
It may be old now, but a ver good book for reference. It starts from how a tree cut into lumber and takes you all the way to the Roof.

Most places require permits from the local building department. Some don't. Go ask them. If you are really remote, they make pumps for wells that run off of solar power exclusively. They are usually cheapest if you are more than 600' from existing electrical service.

In general do what's most important for you first in the building process.
