The roof is in the South of England.
It is one storey high, it will hold work men.
The dimensions are 24 foot by 11 foot.

We were advised by the person that we are buying the property from that the roof will be over 15 years this year and may need 're-felting'.

There is currently no sign of leaking ie. no water damage is apparent and the roof does not have any visible signs of damage. It is clear and clean and there are no plants, mould.

If the roof does need re-felting, what is involved? and how much roughly will it cost?

If, you hire someone, probably $500 for labor, maybe less. The reason I say this. Most people charge by the Square, 3 bundles of shingles is a square and if I remember correct, a square is 100 square feet. So, when a roofer change he charge by the square. We can round up and say you have 3 squares of roof. If, the person charge $20 a square it be $60. That may cover his fuel expense. See where I going. So, for a job like this, the person may charge a flat rate and think; "I can lay 10 squares an hour and this lob will take me 2-3 hours, so, doing the math$400-600.
You may find a handyman that do this for $100 for labor, I not sure what you have available.
Then you can do this yourself for the cost of materials. If, you have a Lowe's or Home Depot, they may show you how or have a pamphlet. It not hard work, just hot work.
Felt is around $20 a roll, I not remember what it cover. You can also buy a roll Shingle! It loos better and last longer than felt, but, it more expensive.
Take your dimensions to Lowe's etc and tell them what you doing and look at the price options for Felt and a roll type Shingle.

because of the fact the previous asserting is going their are 2 kinds of flat roof ones that leak & ones that are going to leak. with out seeing don't be attentive to if that is repaired. yet as a instruction manual to strip and re-felt with 3 layer hi-overall performance felt approximately £2500 yet to repair with a temp fibreglass substitute is approximately £50 a tin obtainable from jewsons or roofing save

Don't know about cost etc. in England, but before you refelt, check to see if they have "single membrane" roofs.
