Go over his head and talk to his supervisor but tell him you want it to be anonymous. Maybe they will make everyone take a drug test. I would just tell him that there is some possible drug use that is effecting productivity. Good Luck!

Kinda, just kinda sounds like your holding a little grudge by
saying"get him out".It has to proven as a fact first, most employers have programs to offer treatment options and if he/she completes treatment you still didn't "get him out".So what is the real? here, think it over & ask us again.

report him to human resources, or if he is the highest authority, a few workers need to get together and report him to a better business bureau or the police.

Call the police. Or simply refuse to obey his commands. And tell him why you're doing that.
