NO!
Light is electromagnetic radiation which includes
long, medium and short radio waves, microwaves,
infrared, visible light, ultraviolet light, x rays and gamma rays.
These were listed in order from the longest wave lengths to the shortest.
Frequency is inverse of wave length, long wave lengths are low frequency and short wave lengths are high frequency.
All these are tranmitted at the same speed, the speed of light
in quanta packets or particles called photons.
According to Einstein's theories anything that has mass cannot travel at the speed of light. Hence photons must be massless. Consequently light cannot be matter or have
mass.
However, E=mc^2, is a well knownequation.
It means that matter can be changed into energy and vice versa.
Although light is not matter it can be converted into matter.
One hundred years ago scientists said the total amount of energy in the universe is a constant. And the total amount of mass in the universe in a constant.
Today we say the total amount of of mass and energy in the universe is a constant.

No, light is radiation which is energy. Energy and matter can be converted into each other according to Einstein's equation of e=mc 2, but light is not matter. It doesn't have mass.
