The eyesight of a blind person has nothing to do with the functioning of tear glands. They can't see, but that is a problem within the eye or the brain. Tears will still come.

Forever autumn by the Moody Blues. Right now my Christian station is playing a lot of Steven Curtis Chapman and that has brought a tear to my eye knowing what had happened to his adoptd daughter. It's so terrible to see someone so young die. Especially hard if you were the parent. I'm just glad that it didn't happen to my wife and I.

It depends...
If the person is blind, but their lachrymal glands are intact then they can cry.
If the person became blind due to trauma to the eye, and the lachrymal glands are damaged or removed, they cannot cry.

blind people have problem with their brain. so they tear if they have eyes. you dont see with your eyes you see with your brain eyes are just a bridge to transfer light into brain. so they dream and they tear.
