Each of those little programs you install uses part of your systems memory and other resources to run. ecause those resources are not available to your other programs, they run slower. Some, like Weather Bug, also use your Internet connection to check for the lastest forcast, which will slow your downloads, e-mail, and web surfing.
Backgrounds. If it is just a picture behind your desktop, that uses no resources once it has loaded. If it is a slideshow program, such as Webshot, that changes the background regularly, etc., then it uses resources and slows the computer.
One way to see what all is using your computer's resources is to click on Start > Run > and type in: msconfig
Go to the Start Up tab of the window that appears
You will see all the programs that are not part of Windows itself that are being loaded in the background of your PC. (Pretty scary). All of those are using your computers memory and other resources, and slowing your PC.
You can play around by unchecking any of those you do not want to load, and see how much difference it makes
Will help you decide which programs you really want to keep, and which to uninstall or deactive from msconfig
It is recommended that if you do not want a program to run, you actually uninstall the program, not just uncheck it in msconfig. It is only intended for troubleshooting, not for long time deactivation of programs.

yeah they do any open application on tour tool bar will use memory and as long as its operating it will slow u down. backgrounds not so much . i had to get rid of weather bug it kept trying to upgrade while i was doing other things and kept freezing up the internet

To answer your question on backgrounds, if you mean downloaded desktop backgrounds, they too can have malicious programming and can cause slowdowns

All of these things are slowing down the computer.
If they are standing still, it's only a bit, but if they are moving or have a lot of colours you can see it directly.

Yes! they work in the background using your memory and other resources,CPU etc. if you have enough of this stuff there will be no resources left for you!
