Seriously, pencil come in a box or a bunch, but not seriously, I sort of like " a passel of pencils."

A lot of pencils, lot as in a shipment, or a "run" of pencils. I really don't think there is a formal grouping noun for the subject, like stated above.

Well, they are manufactured in "slats", but I don't really understand what you mean. Once they are separated there is no collective noun for pencils, like a "gaggle" of geese or a "school" of fish!
