As an example
17 multiplied by 100 is 1700
Divide 1700 by 30 is 56.666666.......
This latter figure is the percentage which 17 is of thirty.
Always check the sense of your answer
17 is just over half of 30
56.67 is just over half of 100
The answer is probably right!

an easy way to do these types of problems is to setup a ratio and cross multiply.
17/30 = x/100
in other words, 17 is to 30 as what is to 100?
17(100)=30x
cross multiply
1700/30=x, x=56.66
solve
the final answer for x is your percentage out of 100%.

or 17 x 3.33333r = 56.66666%
formula that i use but the other surgestions are probibly better!
100 / 30(total) = 3.3333
so,
3.333 x 17(or the number that you want represented as a percentage)
= 56.666%
