During sexual arousal and excitement a man secrest precum before ejaculating semen. Precum is secreted by the cowpers glands and it serves to neutralize the acid in the urethra and lube the urethra so that sperm in the semen are not harmed as they are shot out. Semen contains fluids from the Prostate gland. This fluid as nutrients in it for the sperm , a chemical that activates the sperm so they start whipping their tails and swimming, and provides enough liquid so the sperm have something to swim in. You will generate this liquid when you get old enough. and people do not all generate the same amount.

It's either just some sperm slowly being released from the man's penis that's all. The man needs to ejaculate to release more sperm and to push the others up in a strong force so that one of the sperms could reach inside the woman's ovary( egg) to be fertilised. Ejaculation has to happen because inside or around the woman's Vagina is sort of like a strong type of chemical base like substance which protects it's inside from bacteria and keeps it moist and soft( Note that this is not the same as the fluid that women release during Orgasm). The chemical base is so strong that it could also kill sperm and that is why men need to Ejaculate so that they can release more sperm if the others who were released before ejaculation dies and also so that the sperm cells can be pushed into the egg.

Note: Man may produce pre-ejaculate fluid when it is erected and stimulated which is why sometimes if the penis is withdrawn before ejaculation, there is a small chance that the woman could get pregnant

Check this source.. it's got some good info. along with a.. umm.. volunte.e.... just check:

This "liquid" like you call it is there to prepare the way for the sperm to get out, like oil on a chain. I don't think that there is any problem, if you don't have it. But I am not a physician.

It is slangy called precum and it cleans the way for the sperm. It kind of sterilizes the tracts and ducts to give the sperm a better Chance of living.
