It's not too short or attached to the roof of it's mouth...

Crocodiles and alligators have tongues that are attached to the bottom of their mouth. that's just the way it is... maybe it's an evolutionary feature to keep them from biting their tongues... *shrug*

If you annoy a croc, they skip all the childish face pulling and sticking out of tongues and just bite you.

With this in mind, no one knows if they can or not

slow worms they have a short, partially forked tongue which, unlike snakes, they can't stick out of a closed mouth.
