A ships chandlers should be able to provide one, but I doubt if it would be 2nd hand.
Joseph P Lamb used to be situated near the Albert Dock in Liverpool and specialised in flags, but I think it moved a few years ago because of the redevelopment of that area. I do not know its new address sorry.
The only other option is to go to a flag maker, they will make anything to your design.
