Is There Anyway That A PCI Graphics Card, (not PCI-E) Can Support Direct X 9.0 and Support a 2.0 (or 3.0) Shadder ?

The nvidia 6200 Pci is the top level Pci card that you can get. Check out the specs for that.

Here's one that SURELY supports Shader 3.0 and DirectX 9.0c.

Do not expect DirectX 9.0 and Shader 2.0 support on the old PCI cards.
