**Update** It doesn't matter whether the ADSL modem is internal or external, IP assignment is handled at the service provider's end, not the client.

It's up to your ISP when you get a new IP address on their network, it's not controlled locally. When you turn off the modem for a bit, you're basically hoping that either your DHCP lease expired or some other broadband customer connected and picked up your old IP address during that short timeframe when your equipment was off.

You can open a command prompt and try the following commands, several seconds apart.

ipconfig /release

ipconfig /renew

But there is no guarantee- this just tells your ISP that you're done with your current IP address, then requests one again. Unfortunately, part of the DHCP protocol specifies that your same old address will be given back to you, if it's still available.

If you're worried about the guys in black helicopters tracking your activity, use a proxy. There is no protection in changing IP addresses since your ISP logs the assignments, anyway.

If you are referring to the IP of the ADSL modem...you need to have an uncapped account to have a static IP, otherwise you will be assigned a new IP periodically, or when you turn it off. Hope this helps.

Talk to your ISP, and stop doing nefarious things with your connection, otherwise you wouldn't need to change your IP.
