I want to make a club website, which they can log in and leave a comment or create a forum. I don't have database server of my own.

You can if they support whatever technology the forum software uses... for instance, if your forum software uses PHP and MySQL (such as PHPBB does) then you need a host that supports PHP and MySQL. Not all forum software uses the same method, so there is not straight answer to this question, as it is too generalised.
