Bio weapons have been used for centuries. During the medival period bodies of dead animals & people were often catapulted into enemy encampments/castles to spread diseases & sickness.
What we think of today as biological weapons are viruses & bacterium that have been "weaponised" or made stronger & are used with systems that make spreading them much easier.
Anthrax for instance is a commonly occuring pathogen found in soil all around the world but it has been developed into a weapon by growing it in laboratories & making it stronger & more resiliant & easier to spread throughout a population.

I am not cognizant of biological weapons being more popular than other "so-called" weapons of mass destruction. Perhaps you could be more specific.

Anthrax is the most popular biological weapon these days and it is easy to make for an effective attack.
