In movies and videos panning is moving the camera so you get in the whole scene say like a lake you start at one end and pan to the other to get the whole thing in the video. With a still camera you have to overlap each frame to get in the whole lake. Yes you are making a panorama either way. It is also a term used to follow a fast moving thing so it will be in focus. You move the camera to follow the subjest, while taking the pictures.
