Try booting into Safe Mode and delete it from there. Safe Mode:
restart your machine, then start tapping the F8 key as soon as it comes back up to begin loading. (may take you a couple of times if you've never done it before.
You will come up to a boot menu. Use the arrow keys to select Safe Mode and hit Enter. It'll take a minute or two to load, but it only loads the absolute basic components needed to run.
Try delete it from there, then restart normally and see what happens.

vbs.terrorist can be removed through Windows registry mate. If you don't know what to do you might destroy your files and system. I am sorry cannot explain it here mate because someone else might try to do something with their registry and there PC malfunction they will blame me. So sorry
