Ok I looked all over Yahoo questions but I still don't get it. Everything was so complex.

I honestly just need to know how to make not pants, but bermuda shorts in a way. [just pants, but at the knee length. like PE shorts in schools these days]

They are for a costume that I am going to wear for only 2 days, meaning I do not need the pants to be absolutely perfect, but at least comfortable and looks decent.

I tried looking up things on the internet, but it was too confusing. Can anyone help me out?

It will likely be simpler and less expensive to go to buy a pair of bicycle shorts or similar from a cheap store like walmart and add some white ribbon trim to them. Same with the top. Those look like they are made of stretch material and making a pair of pants from stretch fabric without a commercial pattern is not suitable for a first time sewing project. Drafting pant patterns is an intermediate level skill. Stretch fabrics are quite expensive and difficult to sew. One of the most common questions I answer on a sewing board is "how do you sew stretch fabrics? Why are they so difficult?" I recently taught a beginner's class and we used an "it so easy it's simplicity pattern, it had an elastic waist band and the fit was not too loose, not too tight. The number was 3761 in the top right corner of this page. Pick the size based on your body measurement, not the size you buy in the store. Have you done any sewing before? If you have, try a Simplicity pattern.
If not, wear something else, learning to sew takes time, and someone there to answer your questions. Telling you on-line would be terrible. You need to be shown how to do sewing.

walmart has really cheap patterns (3 or 4 bucks)you can buy that gives all the directions and cut-outs. I have made loads of clothes from their patterns.

get a pair of black pants that you don't want anymore(or buy it) and cut it. fold the bottom part into the pants, apply sewing pins to keep everything steady, and sew
