It will but not effectively. If your looking to decorate foam (slippers, foam sheets etc..etc) you will need special glue. Checkout the link below. It's great to use for gluing plastic jewels to foam and foam to foam gluing. Also look to use glitter glue to decorate foam. Not so great as an adhesive but perfect to add some sparkle.

Styrofoam, yes. Polyurethane (like dish-sponge) foam, no. I think the problem with spongy foam is you can't coat a decent area with the glue. If you really slop on the glue, it can work, but you'll have to be careful the foam doesn't move while it's drying (and you can't press the pieces together either). And drying a large amount of glue takes a large amount of time.

Here's some stuff from one page at my site about using adhesives with polystyrene foams ("Styrofoam," packing foam, insulation foam, etc.):

Adhesives used to bond polystyrene foam to itself, or to other materials, should not contain solvents (will dissolve it).
....low temp "hot glue" guns are okay
.......high temp hot glue guns reach 385° F and will melt polystyrene foam (though the unhealthy burning doesn't occur till 49.), but low temp guns which reach only 250° F won't melt it and are even suggested for use with Styrofoam)
.......if using a a high temp gun, let the glue cool for a second or so before contacting the foam
...white glues (permanent type)... a poly(vinyl acetate) based (PVA - white glue) adhesive is satisfactory for foams that will not be immersed in water
...a setting type of adhesive (e .g., epoxy) is recommended when optimum resistance to moisture or heat is required
...Super 77 spray adhesive


If you're thinking of the spongy foam called "foam rubber" though, a contact-type adhesive works best I think, as mentioned. (I used to have a can of the stuff and it worked great... bought it at a foam rubber store that cut custom foam pieces, but similar ones from a hardware store, etc., might work too --maybe not quite as strong).

Check at your local craft store, I'm pretty positive there is a special glue made for foam. I did a project recently with foam and used tacky craft glue and it wasn't the best. Then I saw the glue for foam in the store....

Foam rubber, I use a spray-on contact cement.
DO NOT use it on Styrofoam, it'll melt it! (as will anything with acetone)
