But my boss "highly desires" that everyone in his work group attend..Personally I do not want to go, I have before and I felt totally out of place...My question is this..Can my boss hold me back from gaining a new postion, or a raise, based only on the fact, that I did not attend this meeting? Can he make work unbearable? Perhaps even hostile? I think he wants us all there just for show..To show the others that he got all his group to go.

Yes, these clowns existed yesterday and today and will exist tomorrow. Just go and smile. He probably thinks it's either good or just a junket that he see's as a reward to you.

I was in management and found the annual kickoff meetings a complete waste of time, but I went.

Could he make your worl place hostile ?

yes he could, would it be legal, no it wouldn't.

Can he use the fact that you didn't attend the meetings in future promotions and pay raises?

Yes he can, attending shows commitment to the company.

All things being equal, who do you think would get a promotion, someone who attended the meeting, or the person who didn't .

Bite the bullet and go to the meeting.

And yes, he does want you all there for show, it makes him look good to upper management..

Nothing wrong with that either.
