Contact Section 8 housing and lodge a complaint. By law they must consider his income in determining her rent. Normally I think people should mind their own business, but in a case like this she is depriving some poor woman with kids a place to live. You could also contact the food stamp office and let them know.
Do not discuss it with the manager. He will tell her and she could retaliate.

This girl you know could be doing "little favors" so she can get what she wants if you know what I mean. There is some kind of fraud going on because Section 8 is subsidized housing. In other words, her rent and whatever else she gets is based on her income, but with her boy friend who lives with her is probably not on the lease. You can always call the housing authority and report them. It does sadden me to see these "underprivileged people" abuse the system and get away from it, and being a taxpayer myself, it angers me because these people have the best of both worlds. I used to work at a grocery store as a stock person and backup cashier, and this foul mouthed woman who was cussing her kids out tried to steal over $300 in free groceries with her food stamp card. I was appalled

Report her to the Social Services and/or Crimestoppers because it is highly likely she is committing welfare fraud. If that gets no results contact your local newspaper to find out who the most eager investigative journalist is...the will dig into the matter as it can be a juicy story for a slow news day and help them work their way into a larger market for their efforts in exposing the fraud and complicity by the manager.

Make a complaint as a concerned citizen to the welfare department. They will investigate this and if what you say is true, not only will her Section 8 and other goodies be taken away, she could be charged with Theft of Services and Fraud.

Maybe this lady is a disabled person. Maybe she needs help on trying to feed and/or raise the children, that's probably why she is on food stamps, she may be getting a social security check every month, too.
She may have all of the above, because gas prices are going up, groceries are getting expensive.
Put it this way a single woman with 3 kids and 4 mouths to feed, I mean come on. Think about it. Boyfriend works to pay his bills and buys his own groceries.
She may be put in a situation where she is disabled.

I am a very beautiful and well-off woman and it angers me that there are people out there who really do not need assistance that take from people who do need the help. Why dont you try reporting her to the section 8 office thats what I would do...
