Anyone who has reached a level 2 on this can do the thumbs up and thumbs down...and it can be ANYONE the asker, the answerer....even just random people who happen to look at the question and decide to rate the answer. Most of the time the person who asks the question doesnt usually go by the thumbs up and thumbs down because some people just give the thumbs down to be a jerk....sometimes its because it really is a bad answer...but once you reach level 2 when you click on a question and read the answers...thats where you can hit the up or down.

You will be able to give thumbs up or down when you answer enough questions to get to level 2.

You are in level 1 you have to be level 2 to put thumbs up or down, people here do it once they are level 2.

If you select a question to answer and others have already posted answers, below their answer is a thumbs up, thumbs down and flag icons (for reporting abuse). Anyone can click one of these for anybody's answer indicating they agree, disagree or think it abuses community gudelines.
Oh yeah, you have to reach level 2 in points first.

I think you earn the right to rate answers at second level. Once you get there, you'll be able to click the thumbs up or down, too.

once you pass level 1 you will have the ability to leave thumb up or down.

i think you can once you get to level 2 in your points..
when you drag your cursor over the thumbs they light up, instead of being grey

Anyone who visits can do it if they don't like or like an answer. I guess you have to be on a certain level. I'm not that technically knowledgeable about this site.
