my tenants children keep bothering their neighbors with loud noises, running in hallways etc. and I have asked the parents to keep their children in line. I finally have asked 3 times verbally and nothing has happened. What steps can i take to show them I am serious to evict if they don't shape up?

You should send them certified letters, return receipt requested, stating your concerns and demands. Inform them that hallways are only for ingress and egress, and are not to be used as play areas by ANYONE.. Post notices in the hallways regarding your rules/requirements for use of these areas.

As a final 'threat', indicate in your letter that failure to comply with your rules and requests will be a factor to be considered in renewal of your leasing contract at expiry. Naturally, choose your language carefully to avoid any potential discrimination complaints from those with kids. You cannot discriminate against children. However, if you make the rules applicable to ALL residents, regardless of age, you are not discriminating.
