OK, so you bought the car, and now have reason to believe the odometer was rolled back. Do you have any evidence he did it or knew the odometer was tampered with?
Does this person work at a car dealer? A lot of "private" sellers are car salesmen who take a car home and sell it as a private sale. If so then you would be able to contact the state office that regulates auto dealers.
The thing you need to remember seems so simple, but most people can not seem to grasp it. If you were scammed, do not expect the scammer to correct the problem. They knew exactly what they were doing, they are the one who did it.
Get the car checked out at the dealer. If they can determine the odometer was tampered with, ask them to write a short letter addressed to you confirming the odometer was tampered with. That way you have an independent confirmation.
Send a certifed letter to the seller. Tell them to odometer has been tampered with and you are requesting a full refund and you will return the car.
Then when they do nothing, hire an attorney to send a letter. Also an attorney may know how to file a police report. Police aways say there is nothing they can do. If you file a report the district attorney will look into it. Maybe this person has a criminal record and will want to avoid any further questions.
How much do you calculate you are out? That will help you determine if you should/could file a small claims court case.

Was the sale an interstate sale, by any chance? If so, you might be able to get the Feds interested - Interstate Commerce Commission, or just straight to the FBI. This might not be a one-time thing, after all.
Your cops sound like real Barney Fifes.

I know that it's illegal for car dealers to roll back the odometer. I think the cops are wrong (you just might have a lazy cop). Try contacting your State Attorney General's Office or better yet go to their website. It just might be illegal to roll back an odometer.
I would think that at a minimum you can take civil action against him. Get the crook.

I would sue him in small claims court if the car is worth under 5000 dollars... thats about the only thing you can do....
youll want to have proof though... pictures, documents, window stickers, ANYTHING that came with the car......

The cop lied or is just not knowing the law. That is a Felony. It is also Fraud. (and a few other statutes)

the cops cant help you, this is a civil claim under state lemon law theory, you will have to hire an attorney.

Was it a private sale or from an auto dealer? If it was from a dealer you definitely have a case. If not then you MIGHT have one if you can prove fraud.
