Uhhh ... I may be a little rusty on my Civics but I'm pretty sure that Congress passes legislation. Yah, actually that's right so to answer your idiotic question ... the "G. Bush administration" didn't "pass" anything.

Outsourcing started with the Reagan administration and deregulation of trade in an attempt to destroy unions.
republican majority helped that along during clinton's term by passing NAFTA, which was signed by clinton, and proposed by Bush Sr.
Bush Jr. ....guest worker program...helping a communist nation set up another competing economy for cheap labor.

It was NAFTA signed under President Bill Clinton that caused our jobs to be outsourced, Prior to that was a agreement of lesser degree signed by Former President Bush allowing limited free trade with Mexico which was expanded into NAFTA. This Bush is responsible for High Gas Prices. With him and Cheeney neck deep into the oil industry, they are both leaving office and able to live like kings on their portion of the oil profits, especially if gas really hits $12.00 a gallon by the summer of 2008 like he predicts.
