You find them by destroying buildings while fighting. Sometimes you find them next to npcs in the map.
What I did was to get the dragon radar, press - to change to "sensing their power levels" radar.
You will see an orange circle spreading out from a location, that means a dragon ball is close. The more flashes the better.

You got two options in summoning the dragon, either go to Shenlong and receive one wish and better items
go to Namekian dragon and get three wishes and get medium items.
