Takaichi Touchika does the voice for Neji.

Ryotaro Okiayu does Byakuya.

So... No.

No, but Neji AND Toshiro Hitsugaya is voiced by the same person (Steve Staley). http://en.wikipedia.org/wiki/Steve_Staley

While Byakuya AND Aoi Rokusho (one of the least important character in Naruto) is voiced by the same person (Ryōtarō Okiayu) http://en.wikipedia.org/wiki/Ryotaro_Okiayu

well i can't tell you that cause I don't know but i know what your saying, the voice of kagome in inuyasha sounds just like that voice of the look alike sister in jin roh- the wolf brigade. also the voice of maro in princess mononoke and the voice of Athena in Appleseed sound the same. those are in English though, that happens when you watch something more than once and and you actually pay attention.
