Since Vegas is not known as being sophisticated or glamorous, it is more known as being fun and flashy. I would recommend you wear a cute, but fab and sparkly mini dress. You don't want to look classy when everyone else is looking flashy!

Definitely short. Dress to the nines, be revealing but not slutty and enjoy the party atmosphere. Thinking about it, I can't imagine her birthday party being a long dress elegant affair.

mini dress definitely! they are one of the hottest things on the racks this season. try a minidress with pockets, too. splendid and aqua at bloomingdales make really cute dresses. you can also wear it with leggings or skinny jeans, plus wedges or flats.
