if you are talking about diamond/pearl and any of the GBA games (r/s/e/fr/lg) then no, you cannot trade - you can migrate. this means that pokemon will leave your GBA game and travel to pal park on the DS game
if you are talking about between two GBA games, you cannot use a DS to do it - it has to be done through GBAs, and/or the two gamecube games (which, again, use gbas)

nobut after you beat the elite four on the ds version and fill the sinnoh pokedex you can import 6 pokemon daily into the pal park witch is at the end of route 221

no but you can migrate them after you have the national dex
