They probably aren't cobwebs, but web worms or tent caterpillars which are moth larva. No way to identify witch caterpillar you have without a pic and there are several species of web worm.
Check out this web site and see if it looks familiar.

Unless your tree is very young or overly infested, I wouldn't worry too much. My pecan trees get tent caterpillars almost every year and they don't do enough damage to even be seen.

They are not cobwebs such as a spider will build.. most likely they are bag worms.. bag worms build those big things and structure them as bags.. then lay their eggs in a cocoon type bag that allows the larvae to grow.. it protects them from birds.. plus while they are in the bag they eat and destroy that portion of the tree folage..there is a pesticide for this.. most hardware stores will have some.. also you can use a good pressure hose and blow them out with water.. but to really protect your trees from all the leaves being eaten.. get the pesticide.. good luck

Those are probably bagworms. Do they make a sort of cocoon of web? They will kill a tree if you don't get rid of them. Especially if it's as heavy an infestation as you say. You can either spray them ( hire it done because it takes ahigh pressure sprayer to do) or get rid of them by tieing a burning rag soaked in diesel fuel on a long stick and setting the webs on fire. it will scald the leaves but the tree will recover.

Their are giant spiders in your attic trying to catch birds!
Naw, just kidding. It is web worms, getting ready to eat the leaves off your trees. No, Really! I am serious. You need to spray them now and when they come out of the cocoons.

Those would probably be "webworms". You are seeing a cacoon-like bag of worms that will eat your tree, then metamorphose into gypsymoths.
If you like your tree, get out the spray now.
