Comics are made of paper, and they can deteriorate easily if not stored in a dry, cool, dark place. Comics exposed to heat, humidity and light will deteriorate quickly because they help the acids of the paper react to the elements in the air and break down the fibers.
White pages refers to the interior pages still preserving their whiteness. This is specially cherished in comics printed in newsprint, which deteriorates more easily than the glossy paper that most modern comics have been made of since the year 2000.
The condition of the paper has come to a spotlight due to comic grading company CGC, they put the color of the pages in the collectible comics they grade and naturally collectors try to get the highest grade in paper they can get.
The scale goes something like this:
White, Off-White, Cream, Yellow, Brown.

That the pages are white. Meaning, not discolored... That would be my guess. Off-white would seem to refer to the comic as being a bit old.
