I got a single white rose i was given it in a little green tube full of water, I want to dry it out so i can keep it

Well, depends on how you want to dry it. You can hang it upside down and let it air dry, or you can put it in some paper towels and dry it in between books, or you can dry it using the low setting of the microwave, or you can get silica (I think) that is used to dry flowers.

Take it out of the tube and hang it upside down. It will take a couple of weeks but will last years.

Hang it upside down on a nail. It takes a few days and by hanging it this way it will be intact when it's dried.
