Probably not, they don't like create methane or other such gases in their digestive tracts. It would interfere with their buoyancy in the water and would cause all kinds of problems when hiding from predators etc.

Yes underwater creatures do fart
Like a previous answerer said any animal that can excrete waste has the potential to release gases
For sure we know that underwater mammals like whales and dolphins like all other mammals fart.
I personally have confirmed that fish do expell gases.
Once when I went on a fishing trip there were all sorts of catfish dead by the water. Although you may not believe it they smelled fowl and when we got near them they even made a gaseous sound like we do. Their stomachs were bloated and if you were to even poke them with a stick they would release some of those gases.
As you may or may not know when mammals die they release all of their waste from their stomachs including other things. I guess I learned that fish do to their stomachs bloat they release excrement and ant other gases that may have developed. I guess that is why fish die and then float to the top.
i don't know if other animals like plankton have the ability to do so but my guess is that any other animal with an identical digestive system like our own can fart

Hope this answered your question

Any creature that poos has the ability to fart.... perhaps not fart in the sense that humans do, but it happens.

I almost wet myself laughing the first time I saw a manatee fart.
