the Philippines solely to develop/promote tourism, PROVIDED, the tourist industry be privatized?!?!? Should we do it or not??? Who in the private sector should handle/manage that kind of money???

Why would he give a dime to the Philippines (other than to import "beauties" from time to time)?

*****Okay, hypothetical. The money would have to go into some kind of trust administered by an NGO that has a great deal of experience operating in the Philippines. If the government or the private sector gets its hands on the money, well, kiss it goodbye.

The Philippines is blessed with bountiful resources that could be harnessed if given the proper push by a benefactor. The finances must be handled by an independent external private enterprise whose decisions and actions cannot be influenced by the government. Real challenge will come from managing the day-to-day operations which would presumably be entrusted to and controlled by local entities. But as long as the strings are being pulled from the outside there should be some degree of regulation and accountability.

I would rather that he would invest than give it away. If you're an investor, you would be conscious on how your money is allocated. Also, if he wants to privatize, there are bids for government agencies to be privatized, and they pay billions of dollars for the right to privatize. So they would not be giving away their money, but merely buying the right to privatize, and they would privatize on their own. Who will best handle the funds? I guess logically, if the tourism industry would be privatized the DOT will be the best bet, because it will be useless if the tourism industry would be privatized. But I doubt that will happen. Unlike NAPOCOR and University of the Philippines (yes, it will be privatized, there are plans to build a helipad on campus), DOT is a government department, it is not an agency. There will be much public opposition if a government department will be privatized.

Government, NGOs, Private are all alike.

I've worked for quite sometime as an IT Consultant with big NGOs. At the end of the day, a portion of the money is STILL spent on some unusual project or some private investment.

But unlike Government or Private Sectors, funds are used discreetly by NGOs.

So, choose among evils yourself..

I suggest, choose the lesser evil. ;)

And DO IT. Fast.

there are certain things that the private sector could do better than a government agency. one of which, you are definitely correct, is tourism.

if the sultan of brunei would give us billions and billions of dollars for tourism promotion then i would definitely accept it. brunei is an islamic country whose culture and tradition is one of the most conservative in the world. their tourism promotion primarily targets wholesome, family oriented activities.

the chamber of commerce could well handle this tourism campaign as the expected revenue would redound to the business community of which they serve.

Yes, the Philippines should do it!

Tourism is HUGE business in the Philippines. More money could be spent on cleaning up some areas. It could also help with advertising, especially in other Asian countries.

It would help a lot.

I would rather choose NGO - Non Government Organization, because of transparency compare to corrupt Government and Private sectors.

Inday. Those many only goes to the bank account of those people. Corruption is very very very rampart in the Philippines. I hope if there is one it only goes to what intended to be.
