If the description is meant to mean the 28 ft is the diameter (straight side) of the semicircle, then the round edge of the semicircles will be twice the semicircles, or the circle with a diameter of 28: pi * 28 ft = 28pi ft. So the overall length of fence needed would be (84 + 28pi) ft = (84 + 87.96) ft = 172 ft (to the nearest foot).

The question is ambiguous. If the curved length of one semicircle is 28 feet, then:
42 + 42 + 28 + 28 = 140 feet
But if the length of the short side of the rectangle is 28, then:
42 + 42 + 28pi = 171.96 feet
