once u place a bid on ebay can u decline the offer to buy it?

You can withdraw your bid if the auction is not over and if you do it quickly. But you made a deal when you placed the bid and have a "contract" to buy the item if the auction ends and you are the high bidder.

If you win an item on ebay, you have contracted to buy the item concerned. It is a legal obligation.
