In Arizona it is although I have never seen it enforced, but I can tell you that alot of accidents have been caused by the person tuning across these lanes and in that case you will get a ticket for illegal lane change.

You must turn into the closest lane UNLESS there are multiple left turn lanes in which case you follow your lane into the correct lane.
