I know that within the next ten years NASA is going to launch the Orion spacecraft to make a perminant moon base. An astronaut will be able to live for 6 months on the moon. Althought moon dust entering astronauts lungs has been an arousing health issue.

When they get the money to pay the engineers for an 8 or 10-year project to design and build the rockets to get there and back. And no, the 1960's rockets are not good enough -- they are too expensive, too small, and mostly too dangerous.
And as long as Congress has other things to do with the money, they are not going to give to NASA for this.

Over and over again........when it's economically feasible.
"What's my motivation here?"
When the purpose of the mission can bring about improvements that make the missions help pay for themselves.
We are way, way beyond going there for the sake of just going there.
We've got lots to learn and do on the ISS. We still have to solve (or cut and run) the Iraq situation. These particular thing sap a lot of money from the national budget.

China will be heading there in 2020, as of their current schedule, and NASA is aiming for 2024.

Bush is going to do it in 2010. He said that he's going to establish an International Base on the moon.
