I have two box turtles, I am noticing an almost clear bug crawling in and around their shell along with inside their bedding. I know its not a mite. Any idea what it could be?

Could be springtails. They are very, very tiny and kind of silvery, white. They can show up anywhere there is humidity and feed on decaying organic matter. Could be from their feces. I know if you feed to much fruit it will produce a lot of parasites in the intestine.
