The scaling factor would be:

3/32" / 1/4"
= 0.09375" / 0.25"
= 0.375

The drawing would be reduced to 37.5% of its former size.

The question is a little ambiguous.
1/4 = 8/32.
So you have to reduce from 8/32 to 3/32, that is, 8 to 3.
3 is 37.5% of 8.
The reduction is therefore 62.5%.
It is not clear from the ambiguity in the question which of these is the right answer, but I would plump for the latter.

Hello,

subtract 1/4 - 3/32 = 8/32 - 3/32 = 5/32 divide by 1/4 giving us
(5/32) /(1/4) = 5/32 * 4/1 = 5/8 or 62.5%

3/32" is what percentage of 1/4"
Well, 1/4 = 8/32 so 3/32 would be 3/8 = .325 or 32.5%
