i scratch my neighbors car bumper and they asking $600 to fix it but its only a small scratch not even a dent on it what should i do before they told me its fine dont worry about it 2 days later they asking me for money and they call my insurance company for a claim i talk to them the following day and i told them i can give them $200 to fix the scratch and paint it and they say yes 2 days later and now they asking for more $600 for the damage what should i do ????

Turn it over to your insurance company. The only trouble is the insurance company won't fight over the claim, they'll just pay it. They may want the people to take it to their adjuster and have it appraised. The insurance companies will pay the claim and then up your insurance rates or cancel you. Your neighbors are trying to make a buck off this, it sounds like. Just don't give them the cash. They'll never get it fixed, and pocket the money.

You must always let your insurance carrier handle these problems. You needed to get a quit-claim signed when you gave them the original money. Just handing over cash does not end the problem. Repainting bumpers can cost seveal hundred dollars. I would ask them to get 3 body shop repair quotes. Pay the lowest quote less the $200 you already paid. Make sure you get a signed quit claim before handing over the remaining money and also pay them by check.

your insurance company should get involved and have the neighbor get at least three estimates to have the car repaired.
the neighbor if he/she would have waited another day they would not been able to file a claim (3 day rule). sounds to me that your insurance company could have communicated to you better as to what you should do at the time. if you could have gotten in writing that the scratched car owner said to forget about it you would be clear, but his wife probably raised holy heck to get the bucks for her x-mas fund and the car will never be fixed. you need to get the estimates, and to
destroy the hopes of getting a bank roll to the affected car owners, make sure that it is repaired. good luck.
