In fact it is rather a macabre cliche. When soldiers were assigned to form a firing squad to execute one of their comrades, they were told that one of the rifles with which they were issued was loaded with a blank round. This way, they could all walk away afterwards rationalising that they might have been the one who did not fire the fatal shot. So, to 'draw the blank' was to take the rifle from stores which held the dud round; everyone else was in on the conspiracy, you were not. It has now come to mean that you have no idea of what is going on, you haven't got a clue. You have "drawn a blank".
Ironically the whole thing is based on an urban myth. The recoil from a rifle loaded with a real bullet would be completely different to that of one loaded with a blank and even an inexperienced soldier would know the difference.

This is draw as in playing cards, not draw as in art. Some decks have blanks for wild cards.

Drawing a blank is referring to when you are trying to think about something, usually trying to solve a problem, but you are making no progress, or when you try to remember something, but you find you have forgotten completely.

You can draw a bullet that has no explosives in it. You can shoot that blank too.
