Only if referring to something in the posessive. Such as Illinois' population grew 5%, or Illinois' soil is perfect for growing corn and soybeans.
As the Population and the Soil belong to Illinois, pronouncing the S is okay. Sounds a tad off, but okay. Otherwise, pronouncing the S is just wrong for a state name whose origins are French.
Then again, you should also pronounce Minnesota with a soft O, and Missouri does not end with an EE sound.

I don't, i actually never heard someone say it with an s (I'm from NY) I also hate when people say Idea with an r at the and eraser like erasures ( ithink thats how u spell it).
